WASHINGTON, D.C. – Congressman Clay Higgins (R-LA) introduced a Congressional Review Act (CRA) resolution in response to the Environmental Protection Agency’s (EPA) new rule that threatens the production of chemicals needed for countless everyday products and used in key industries such as agriculture, health care, and semiconductors.

The rule places unreasonable regulatory burdens on chemical facilities, impacting at least 195 sites across the country, including many located directly in Louisiana.

“The Biden administration continues to put America last through their Green New Deal, job-killing energy policies,” said Congressman Higgins. “The implications of this rule undermine American jobs and domestic manufacturing. While it is important that we take a balanced approach when considering the environmental impacts of our energy resources, we cannot forcibly shut down companies that do not align with agenda-driven leftist policies. We must prioritize America first.”

“ACC and our members applaud Rep. Higgins for leading on this important issue and for working to protect American innovation,” said Chris Jahn, President and CEO of the American Chemistry Council. “While we appreciate some of the changes EPA made to the final rule, the Agency still relies on severely flawed science and outdated facility emissions data. This jeopardizes access to critical chemistries needed for our national priorities, including healthcare access, electric vehicles, and semiconductors. We urge Congress to support this resolution and look forward to continuing to engage with EPA to develop science-based regulations that support American competitiveness.”

The Congressional Review Act is a process by which Congress can express disapproval of an executive branch decision. If Congress garners enough support in both the House and Senate to approve the resolution, then they can send the resolution to rescind the rule to the President’s desk.
