WASHINGTON, D.C. – Congressman Clay Higgins (R-LA) reintroduced H.R. 9643, the Comment Integrity and Management Act, legislation to protect the federal rulemaking process by requiring agencies to verify that public comments are submitted by humans. Read the bill text here.
This legislation responds to the growing usage of artificial intelligence and automated tools to flood agencies with large volumes of computer-generated comments. These tactics dilute the views of legitimate individuals and can lead to a false sense of public opinion. The bill was previously passed by the U.S. House of Representatives in May 2024.
“In America, public input should play a crucial role in shaping federal policy,” said Rep. Higgins. “As AI and other technologies advance, it is important that we preserve the integrity of constituent interactions. This legislation will ensure that Americans’ voices are not drowned out by automated content generated by bad actors.”
