WASHINGTON, D.C. – During a House Oversight and Accountability Committee markup, Congressman Clay Higgins (R-LA) secured provisions in the Federal AI Governance and Transparency Act, a bipartisan package to regulate the use of Artificial Intelligence (AI) within federal agencies. Congressman Higgins also introduced the Comment Integrity and Management Act of 2024, which passed the markup as standalone legislation.

 

The Comment Integrity and Management Act of 2024 would provide government agencies with the flexibility and tools necessary to efficiently manage public comments. The bill would enable agencies to accurately report the number of and respond to mass comments received from individuals or automated services.

 

Last year, Congressman Higgins introduced the Transparent Automated Governance (TAG) Act, which requires federal agencies to notify individuals when interacting with or subject to decisions made under certain AI or automated systems. The bill also directs agencies to establish a human review appeals process. The legislative text was included in the larger, bipartisan AI package, which advanced through the Oversight Committee yesterday.

 

“AI is being rapidly deployed throughout our federal government as a tool to enforce laws, regulations, and codes without regard to the severe risks,” said Congressman Higgins. “The authoritarian use of AI within our federal government to control and restrict the American people is nefarious in nature and carries major implications. Moving forward, we must focus on the balance between the power of AI and its potential danger against the American people and our national security.”
