WASHINGTON, D.C. – Congressman Clay Higgins (R-LA) introduced the Protecting Legal Firearms Ownership Act of 2023, which would protect the rights of law-abiding citizens who legally own firearms and firearm attachments from being criminalized based on any changes in rules or regulations.

The Biden ATF is finalizing a new rule that would retroactively criminalize the possession of certain firearms that were previously legal, forcing over a million Americans into felony status with the stroke of a pen.

This bill would “grandfather” any firearm or firearm attachment lawfully manufactured/owned/possessed before the effective date of a new rule or regulation. The firearms would be permitted to be sold, transferred, and possessed in accordance with the previous rule regime.

This legislation has the support of the National Rifle Association (NRA) and the Firearms Regulatory Accountability Coalition (FRAC)

Congressman Higgins issued the following statement:

“Liberals in DC have a problem with Americans living free. They continue to tread upon our Constitutional freedoms, including Second Amendment rights,” said Congressman Higgins. “I will never stop fighting for our right to keep and bear arms.”
