WASHINGTON, D.C. – Congressman Clay Higgins (R-LA) voted to pass H.R. 26, the Born-Alive Abortion Survivors Protection Act, which would require appropriate medical care for children who survive abortion procedures and impose strong criminal penalties for failure to provide care. Additionally, this legislation would protect women whose abortions have been performed from prosecution.
